Chief Executive Officer

James R. “Jim” Clary, Jr. serves as Chief Executive Officer of eXmarX. and assumes overall management responsibility for the business.  He is based in Baton Rouge, LA.

Jim has practiced law for nearly 40 years and opened his own Baton Rouge law firm in 1993. Jim's extensive claims experience and construction law background led him to found eXmarX, a company focusing on the specific needs of state governments and municipalities in the recovery of money that was rightfully due public entities for infrastructure harm caused by insured motorists.

His vision for the company incorporated the same sort of ethos he brought to his successful law practice: A blend of client service and client communication energy, technology, data analytics and old-fashioned hard work.

Enduring through the decades, this approach has spawned an ever-increasing number of satisfied clients and a growing law firm trained to secure the results those clients and their referrals deserve.

In addition to Jim’s duties as CEO of eXmarX, he is the founding partner of Clary | Suba | Neale & Associates Law Firm in Baton Rouge. He is a member of the Louisiana State Bar Association and Baton Rouge Bar Association.

Jim is admitted to practice in all Louisiana courts and before the Eastern, Middle and Western United States District Courts in Louisiana and the United States Fifth Circuit Court of Appeal. Jim received his undergraduate degree from Louisiana State University and his J.D. from the LSU Law Center.

Chief Operating Officer

As Chief Operating Officer, Jim Nipper ensures the execution of the company’s business strategies and directs operational excellence to achieve eXmarX’s vision of providing superior service to its public sector clients and state partners. 

In this role, he champions strategies to further enhance eXmarX’s core claims and data technologies, as well as its customized claims processing and data analytics platforms.  These technologies are designed to provide timely, transparent and actionable information that enables eXmarX claims professionals to provide exceptional service to its clients.

Jim has over 30 years of experience in IT operations & governance, strategic planning and customer experience, the majority of which is in the claims processing industry. He has led high-producing IT departments in both large and small companies to setup, implement, run and support customer-focused applications that exceed the expectations and goals of his clients.

Prior to his position with eXmarX, Jim held senior leadership positions with several national Third-Party Administrators, as well as Information Technology companies IBM and Electronic Data Systems (HP).He received his Bachelor of Science in Business Administration from Louisiana State University in Baton Rouge, Louisiana.

Chief Legal Officer

Allen Darden serves as Chief Legal Officer for eXmarX and is responsible for the legal affairs of the entire company. In 2018 he retired after a 30+ year career with Phelps Dunbar, a Southeastern U.S. regional law firm.  His focus at Phelps Dunbar primarily included complex insurance coverage issues, drafting of insurance policy language, and overseeing the defense of professionals accused of negligence, primarily architects and engineers.

Earlier in his career his practice included the prosecution, registration, and enforcement of patents, trademarks, and copyrights.  Allen’s experience and background is instrumental in delivery of eXmarX’s services so that the company can achieve its corporate goals, strategies and priorities.     

He is a member of the Louisiana State Bar Association and is admitted to practice in all Louisiana courts including the Eastern, Middle and Western United States District Courts and the United States Fifth Circuit Court of Appeal.  Allen received his undergraduate degree in Chemical Engineering from Louisiana State University and his J.D. from the LSU Law Center.

Vice President, Client Services

Liz Sherman serves as the Vice President of Client Services and is the director of the eXmarX claims division. She is responsible for ensuring that public infrastructure claims are diligently pursued and that the state governments entrusting eXmarX with that responsibility are kept appropriately informed every step of the way. 

Liz spent many of her early years as a paralegal in a successful law firm and has decades of experience in professionally pursuing claims under the supervision of some of the best lawyers in the state.  As a licensed claims adjuster, she has never lost the insight and drive required to pursue claims promptly so that a professional resolution can be obtained.   In addition, Liz is a successful Realtor in the Baton Rouge area and is well-known for her flair whether she’s selling homes or engaging in one of her many recreational activities.  With over 18 years’ experience in the real estate and building industry, she has sold over $100 million dollars of real estate in her career and has offered hundreds of families the opportunity for homeownership in and around our city.  This intense and rewarding work with people has prepared her to be an understanding Customer Service Representative to the state government personnel with whom eXmarX will be interacting.  Those folks will find Liz accessible, smart, prompt and resourceful.


freddie welsh

Vice President, Field Operations

Freddie Welsh serves as the Vice President of Field Operations for eXmarX and is responsible for liaising with and training of first responders, maintenance personnel and highway inspectors in the use of eXmarX software.  Additionally, he provides claim investigative support as needed. 

Freddie began his career at the Baton Rouge Fire Department in 1988 as a firefighter. Throughout his 31 years of service, he worked with hundreds of firefighters to implement and support safety and agency compliance as well as health and environmental regulations.  His extensive experience in hands-on leadership enabled Freddie to effectively shepherd  the appropriate courses of action in all of his work responsibilities. Through hard work and dedication he worked his way through the ranks from Private, Operator/Engineer, Captain and retired as a District Fire Chief. He has devoted more than half of his life to public service and continuously strives to make the community in which he served a safer place.
